Information & Communications Technology

Despite the great progress in deepening regional connectivity through information and communication technologies, Asia and the Pacific is still the most digitally divided region in the world, with less than eight per cent of the population connected to affordable and reliable high-speed Internet. As a result, millions of people are shut out from transformative digital opportunities in education, health and financial services. Women and girls, in particular, have lower levels of access to broadband Internet and other knowledge-enhancing technologies. The Asia-Pacific Information Superhighway (APIS) initiative aims to increase the availability and affordability of broadband Internet for all people across Asia and the Pacific. An Asia-Pacific intergovernmental platform recognized by ESCAP member States as one of the useful regional platforms for the promotion of digital cooperation (ESCAP Resolution 78/1, May 2022). APIS platform objectives are to bridge the digital divide and accelerate digital transformation by promoting digital connectivity, digital technology and applications, and the use and management of digital data. APIS Action plan consists of three pillars with scoped 25 actions. Three APIS Working Groups are focused on Connectivity for All, Digital Technologies and Applications and Digital Data. This APIS action plan 2022-2026 is supporting multi-stakeholder events at a high level, like Ministerial Conferences (ref Seoul, 10 November 2022), ESCAP Committee for ICT, Science Technology and Innovation (2020, 2022), United Nations Special Programme for Central Asia (2020-2023) and its Working Group on Innovation and Technology for Sustainable Development

 

The APIS technical cooperation projects created online connectivity tools, an e-resilience monitoring dashboard, focused on rural-urban connectivity, clean air for sustainable ASEAN  and digital payment projects.  ESCAP website publishes analytical reports and working paper series on Asia and the Pacific digital transformation. Expert Group Meeting on Tracking E-resilience, 23 August 2023

The virtual Expert Group Meeting (EGM) workshop (access here) aims at: (i) improving the understanding of the APIS Bureau Members on the e-resilience readiness concept of ESCAP and (ii) collecting and finalising the final feedback and inputs to the above working papers from the experts of the APIS Working Group 1 on Connectivity for All, APIS Working Group 2 on Digital Technology and APIS Working Group 3 on Digital Data.

Advancing Digital Government Transformation for Accelerating the Implementation of the SDGs

The United Nations Department of Economic and Social Affairs (UN DESA), through its Division for Public Institutions and Digital Government (DPIDG) and its Project Office on Governance (UNPOG), in collaboration with the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP), is organising a capacity development webinar to launch the Training Toolkit on Capacities for Digital Government Transformation (the “Toolkit”), which is part of the Curriculum on Governance for the Sustainable Development Goals (SDGs) (the “Curriculum”). The Offices of UN Resident Coordinators in the Asia-Pacific region will be invited to provide advice in contextualising the training material to the national level context.

ITU Plenipotentiary Conference 2022

International Telecommunication Union (ITU), the prime international organization in the field of telecommunications/ICT policy, holds its highest policy-making body meeting every four years. At the Conference, ITU Member States outline the direction of the information and communication technologies development worldwide. The 2022 Plenipotentiary Conference (PP-22) will be held in Bucharest, Romania, from Monday, 26 September to Friday, 14 October 2022. More information available at URL: https://pp22.itu.int/en/

APEC TELWG meeting (October 25-29, virtual)

The Asia-Pacific Economic Cooperation (APEC) is a regional economic forum with 21 member economies across Asia-Pacific region. Established in 1989, APEC has its core value on promoting regional economic integration under a non-legally binding manner and friendly environment. In the now-extended COVID-19 era, APEC has made its utmost effort to adapt and tackle with the unprecedented challenges which effect the region’s economic well-being.
