Kazakhstan Vice-Chairs the 79th session of UNESCAP in Bangkok

From May 15 to May 19, the 79th session of the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP) is takes  place in Bangkok, the capital of the Kingdom of Thailand. During his speech, Vice Minister of Digital Development, Innovations, and Aerospace Industry of the Republic of Kazakhstan, Askar Zhambakin, presented Kazakhstan's initiative to establish the UN Digital Solutions Center for Sustainable Development in Central Asia. The idea of creating this center was welcomed by  61 participating countries, observers and international organizations The 79th annual session of UN ESCAP is dedicated to the theme "Accelerating Action on Climate Change in the Asia-Pacific Region for Sustainable Development." This session serves as a valuable platform for strengthening regional cooperation in addressing climate change issues at regional and global levels.

During the session, the participating countries noted with appreciation the initiative of Kazakhstan on to establish  the UN ESCAP Digital Solutions Center for Sustainable Development in Kazakhstan. The centre aims to provide practical digital solutions in Central Asia and beyond, which will be a significant achievement for  Kazakhstan on the global stage.

"We are promoting the idea of creating this centre in collaboration with the Ministry of Foreign Affairs to follow up on the instructions of the Head of State, Kassym-Jomart Tokayev. Additionally, the President tasked us to ensure the role of a Eurasian Hub. Undoubtedly, the successful promotion of the idea and its unanimous support was greatly influenced by the authority of the Head of State on the global stage, as well as the image of our country built through the President's policies," said Bagdat Mussin, the Minister of Digital Development.

This new centre will play a significant role in advancing digital cooperation and inclusivity. In the future, implementating of the initiative to create this center will allow the integration efforts of the region's countries in jointly and promptly respond to external challenges in the global digital space. The collaborative work of member States will also enable regional cooperation and the creation of export-oriented innovative breakthrough projects under the Central Asian brand and link them with the rest of the region.

The session participants also welcomed the delivery of the first-ever UN ESCAP Digital Ministerial Conference on Digital Transformation (DMC) in Kazakhstan. The DMC will take place in the capital of Kazakhstan in the fall of 2024, with the participation of ministers from 60 countries. It will be dedicated to mplementing   digital technologies and support mechanism of digital transformation for achieving sustainable development goals through regional technological initiatives, including implementation of the Asian-Pacific Information Superhighway Action Plan 2022-2026.

"Holding the Digital Ministerial Conference specifically in Kazakhstan will be an important step for our country's development in digital technologies and the entire Central Asian region. The initiatives declared by the President of our country regarding achieving carbon neutrality and confirming our international commitments, particularly in the environmental sphere, have received broad support from the international community. The high level of this conference underscores our commitment to the Sustainable Development Goals and the special attention that UN ESCAP member states pay to the development of regional technological initiatives," concluded Bagdat Mussin.

Microsoft opens multi-regional hub in Kazakhstan

The activities of the hub will cover the countries of Central Asia, Azerbaijan, Armenia, Georgia, Mongolia and Pakistan.

“The localization of Microsoft's activities will allow Kazakhstan to become a center of attraction for technologies and advanced solutions on a regional scale. Thus, being the center of technological development and innovation of Microsoft, the hub will be able to become a driver for the development of human capital and strengthening the national economy by stimulating the production and export of products from non-commodity technology industries,” said Minister of Digital Development Bagdat Musin.

Moreover, “The creation of the Microsoft Regional Hub is of great importance for Kazakhstan. Your country has all the relevant infrastructure. We will be happy to work here and implement joint projects,” added Sergey Leshchenko, General Director of the Microsoft office in Kazakhstan.

In addition, it was discussed the issue of expanding the use of the Kazakh language in more corporation services, including ChatGPT.

Recall that in September last year, as part of a visit to the 77th session of the UN General Assembly in New York, the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, met with Michel Simmons, General Director of Microsoft Corporation for Central and Eastern Europe. During the meeting, issues of further cooperation were discussed, in particular, the expansion of the Kazakhstan office to a regional hub.

In March, during Bagdat Musin's official visit to Silicon Valley, the Microsoft again touched upon the prospects for expanding the office in Kazakhstan.

Deploy applications and store data on AWS locally in Kazakhstan

Cloud computing has revolutionized the world in the recent years by democratizing the access to technologies like AI and many more. Now companies in Kazakhstan can use AWS services locally and access cloud even more easily.

In 2006, Amazon Web Services (AWS) began offering IT infrastructure services to businesses around the world in the form of web services -- now known as cloud computing. Cloud computing is available everywhere after connecting to the network – very much like electricity. And what’s most important is that customers pay only for what they use. This helps companies to scale when suddenly people start using their solutions globally – they can add IT resources immediately. That is why Netflix, Meta (Facebook), Tinder, Uber and many other companies run on AWS cloud.

Last year, AWS announced availability of AWS Outposts in Kazakhstan. This means Kazakh companies can now use AWS services locally in their own data centers and speed up their innovation. AWS Outposts rack can now be shipped and installed at clients’ data centers and on-premises locations in Kazakhstan.

On 10th of November 2022, AWS met with the Information Security Committee of the Ministry of Digital Development, Innovation and Aerospace Industry of Kazakhstan to discuss technical capabilities of AWS Outposts, especially in relation to security and encryption. The parties also discussed the data processing and storage mechanisms and their relationship to data residency requirements in Kazakhstan.

Winners of the Digital Almaty Awards 2023 are announced

Within the framework of the International Technology Forum “Digital Almaty: Digital Partnership in the New Reality”, the traditional Annual Award of Excellence in Digitalization was awarded.

The Award Ceremony was held within the framework of the plenary meeting of the Heads of Government of the EAEU member states.

Daryn Online Project was recognised as the Winner in the “EdTech” nomination.  The Award was presented to the Winner by the Prime Minister of Armenia Nikol Pashinyan.

As the best in “MedTech” the nomination was declared Cerebra. Prime Minister of Belarus Roman Golovchenko presented the project with the award.

The winner in the “FinTech” nomination was chosen Solva Company. Chairman of the Cabinet of Ministers - Head of the Administration of the President of Kyrgyzstan Akylbek Zhaparov awarded the Winner.

The Winner in the nomination “Best CDO (Chief Digital Officer) of the Year” was declared Deputy Minister of Labor and Social Protection of the Population of Kazakhstan Yerbol Ospanov. The Head of Government of the Russian Federation Mikhail Mishustin presents the Award.

The Winner in the category “Venture Capitalist” is Alim Khamitov, Most Ventures. He was awarded by the Chairman of the Board of the Eurasian Economic Commission Mikhail Myasnikovich.

The Flip.kz resource became the best in the “e-Commerce nomination”. The Prime Minister of Uzbekistan Abdulla Aripov awarded the Winner.

Assem Nurgaliyeva became the best in the “Woman in Tech” nomination. Prime Minister of Kazakhstan Alikhan Smailov awarded the Winner.

The Digital Almaty Awards has become a traditional Annual Award within the International Digital Forum “Digital Almaty”. What Exhibitions to visit at Digital Almaty

Several focused thematic events are being held as part of the V International Digital Forum “Digital Almaty 2023”.

Digital Nomads was established to support and develop the Kazakhstani IT community in Kazakhstan and abroad

The panel session on “Digital Nomads: Digital Trend of our times” was held within the International Digital Forum “Digital Almaty”.

The panel session was attended by members of the Digital Nomads IT community: Aliya Mirzakhmetova, Goldn GmbH Co-founder, Nazerke Seidan, Software Engineer at Salesforce, Askar Satabaldiyev, Meta Chief Software Engineer, Asset Abdualiyev, Senior Manager for Strategy and Growth at TaskRabbit.com and other natives of Kazakhstan.

“Community unites Kazakhstanis living and working in the technology companies abroad. We have about four hundred people in this community. The community unites Kazakhstanis from many countries, mostly, of course, from America, Europe, and Asia. And we built this community in order to bring our knowledge to the development of the Kazakhstani IT community,” said Abdualiev.

Today, Digital Nomad is doing a number of projects aimed at supporting and promoting young women in the industry, a project to develop sports programming, the “University Lectures” project, in which community members give lectures for free, and many others.

However, Abdualiyev noted, there is a public opinion that these people who left Kazakhstan, will never come back.

 “An old saying even states that: “it’s better to be poor in your own motherland than a Sultan in a foreign land.” Are you lost for Kazakhstan and will you ever return to Kazakhstan?” he asked the participants of the session.

“I agree completely with this saying “it’s better to be poor in your own motherland than a Sultan in a foreign land”. But now it’s time for digital nomads, digitalization, and globalization. And I want, I do really want ten thousand Kazakhstanis to go to Amsterdam, to Poland, to New York, to Warsaw, to Tokyo, to Sydney. Let five thousand of them settle there, let five thousand stay there. Five thousand will come back with a different way of thinking. And their children, their generation will only make Kazakhstan better. I believe that that should be so,” Satybaldiyev said in response.

Community members noted that Kazakhstani IT specialists are not inferior to world specialists and can equally work both abroad and at home.

The Government is ready to support enterprises coming into Industry 4.0

The Government determined to support in several ways enterprises that decide to digitize themselves - from providing advisory assistance to reimbursement of part of the costs.

The prospects for the Digitalization in a modern way at Kazakhstani enterprises were discussed by the participants of the V International Digital Forum “Digital Almaty” in the framework of the panel session on “Industry 4.0: from Automation to Digitalization”.

“We see that there is progress towards Industry 4.0, industrial enterprises express their interest, there is already a mental readiness to introduce IT technologies, robotization, and we hope that the instruments and actions taken by Government will have an effect, and will create the base to develop the industry, develop technologies and move forward,” said Vice Minister of Industry and Infrastructure Development Dinara Shcheglova.

She recalled that last year, the Ministry, together with the Kazakh Industry and Export Center “QazIndustry”, initiated special seminars and surveys of enterprises. Also last year, amendments were made to the current law “On Industry”, which now includes the basic rules for Industry 4.0.

 “We have also reviewed measures of state support. The state reimburses expenses to implement IT. Regulations have also been adopted providing that if an industrial enterprise incurred any costs for the development of IT infrastructure at its enterprise, then it may expect to reimburse 50% of the costs by our Industrial Development Institute,” Shcheglova noted.

Currently, according to her, robotization development is being studied separately by Ministry. “We plan to draw up a robotization concept, a short-term plan for us, for enterprises for the next 2-3 years, provide for state support measures, and providing industrial grants is being worked out now,” the Vice-Minister specified.

How Digitalization can empower the status of women

At the site of the International Digital Forum, Digital Almaty held a roundtable discussion “Digitalization to improve the social and economic status of women”.

Lyazzat Ramazanova, Deputy Chair of the National Commission for Women, Family and Demographic Policy, noted that women's entrepreneurship is actively developing in Kazakhstan today, while a significant part of it is still concentrated in the micro and small business segment.

“Within the framework of the National Commission, a pilot project was launched to open women's entrepreneurship support centres in each region of Kazakhstan. This is a unique project because without having the concept of “women's entrepreneurship” in the Entrepreneurial Code, we are nevertheless moving in this direction. This is a huge achievement for the women entrepreneurs!

Today, 20 centres are open, and the number of services delivered has exceeded 30,000,” she said.

Asset Turyssov, Vice Minister of Digital Development, Innovation and Aerospace Industry informed us how is progressing the transfer of public services from a service to a proactive format. Women should be the first to appreciate such an integrated approach.

The Vice Minister explained: using the example of a bureaucratic birth of a child, an integrated approach was to study, what needs to be done to improve the situation of women who are waiting for the child.

 

“This is the principle of the “invisible state”, when a person feels help, and support, but does not contact physically the state,” Turyssov said.

During the comprehensive analysis, was a pointed lack of awareness of information, when many women do not know how to register as a future mother, how to apply for maternity leave, what privileges they are entitled to etc. Officials were unpleasantly surprised by the number of papers and various procedures that women have to go through to receive public services. Now, according to him, a complex of services is being worked out in such a way that all procedures take a maximum of one hour and without direct contact with employees of any structures. This promise was met with thunderous applause by the participants of the discussion.

National expert on social issues Svetlana Zhakupova spoke about the ongoing project “Digital Family Map” - a unique information system that accumulates information from various government agencies. This system makes it possible to determine the level of social well-being of citizens and provide them with guaranteed state support in a proactive format.

Crypto industry: clear rules of the game are being established in Kazakhstan

The prospects for the development of Digital Mining were discussed by the Participants of the panel discussion of the International Forum Digital Almaty.

Pavel Koktyshev, Head of the Affiliated Center of the Fourth Industrial Revolution, mentioned that despite declining development indicators of the sector over the past two years (which is typical for most economy sectors around the world), the industry is on the right track.

Sapar Akhmetov, Chairman of the Kazakhstan Association of Blockchain Technologies, noted that Kazakhstani industry companies also faced with big challenges.

But we have seen positive trends this year. The state is sensitive to the trend of industry development. This means, first of all, the clear rules of the game that are being created in Kazakhstan. This year, our association will continue to work with the government, the AIFC,” he said.

Akhmetov expressed confidence that Kazakhstan needs to introduce the turnover of cryptocurrencies, taking into account security issues and creating conditions for anti-money laundering. The Association, in response “is starting to consider the launch of educational programs, because many crypto traders and many scammers started to appear on the market, so citizens need to be educated.”

 Gizat Baitursynov, Deputy Director of the Department for the Development of the Electronic Industry and the Digital Assets of the MDDIAI, reminded that the Parliament adopted a Law on digital assets, which settles key issues in this sector, making it transparent.

“In many countries, cryptocurrencies are used as a means of payment. Our National Bank is not yet ready, but I think we will get there in the future,” he said.

Bagdat Mussin: Kazakhstani IT market is already presented by more than 10 thousand IT companies and 150 thousand employees

The Minister of Digital Development, Innovation and Aerospace Industry Bagdat Mussin spoke at the Opening Ceremony of the International Digital Forum “Digital Almaty-2023”.

Digital Almaty has already become a unique platform – the meeting place of business representatives, international experts, and the IT community.

One of our key priorities is the development of the IT industry. The Kazakhstani IT market already has about 10 thousand IT companies and 150 thousand employed in the industry.

“One IT employee creates 3 job positions in related industries,” said Bagdat Musin.

He stressed that the Forum is about current trends in the IT industry and the best solutions for practical application.

The Minister noted that in the modern world, IT helps to solve many problems and creates the most comfortable living conditions. Therefore, the state is actively working on digital transformation, not only in economic sectors or general processes but also in business processes at all life stages of a citizen.

 

Akim of Almaty Yerbolat Dossayev in his greeting stressed that Almaty, as the largest metropolis of Kazakhstan, is confidently following in the wake of digital transformations. The level of digitalisation in the city is one of the highest in Kazakhstan: 96% of public services are provided in digital format and this figure keeps increasing.

“Important projects for the further development of Almaty are other systemic platform solutions that will improve the management of the city. This is the Unified Data Storage of the city, the Unified Geoanalytics Platform. A unified video monitoring system will cover up to 80% of Almaty this year. And this is not digitalization for the sake of digitalization, but, first of all, it is about the creation of a comfortable urban environment and ensuring the safety of our citizens and guests of the city,” Dosayev emphasized.

The Annual International Digital Forum “Digital Almaty 2023” has started in Almaty

On February 2, The V International Digital Forum “Digital Almaty: Digital Partnership in a New Reality” began its work in Almaty.

The Forum takes place on February 2 and 3. The main topic of discussion is current global challenges in the development of the innovative technology industry.

At the solemn opening ceremony of the Forum, the Minister of Digital Development, Innovation and Aerospace Industry Bagdat Mussin and Akim of Almaty Yerbolat Dossayev will deliver welcoming speeches.

The program of the Forum comprises 29 panel sessions featuring more than 150 speakers, representing the international and Kazakhstani IT-community. As of February 1, 17,000 visitors have registered for the Forum.

On the first day, the participants will discuss digital mining industry in Kazakhstan, digital transformation of public administration, prospects for the development of crypto exchanges, cybersecurity and Education technologies.

Second day of the Forum will start with the plenary session involving the Heads of Government of the Eurasian Economic Union countries. During panel sessions on the second day, Forum Participants will discuss the development of technology parks, corporate innovation trends, data regulation issues in digital markets, creative industries and digitalization for the public good.

Also, within the framework of the Forum will be held 4.0 Industry Exhibition, technology marathon Astana Hub Battle, exhibition of startups and the International Youth Robot Competition.

Within the framework of Digital Almaty: Digital Partnership in a New Reality International Technology Forum, a ceremony will be held conferring traditional annual awards for outstanding achievements in the field of digitalization.

According to the Republic of Kazakhstan Ministry for Digital Development, Innovation, and Aerospace Industry, taking part in awarding the winners will be the heads of government of the EAEU member countries.

The winners will be decided in six nominations as follows:

Almaty city hosts an Anniversary Forum Digital Almaty 2023

The V International Digital Forum “Digital Almaty: Digital Partnership in a New Reality” will be held in Almaty on February 2-3, 2023, reports the Press Service of the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan.

The main topic of discussion is current global challenges in the development of the innovative technology industry.

The business program of the Forum comprises 20 panel sessions featuring more than 150 speakers, representing the international and Kazakhstani IT-community. More than 15 thousand people from 30 countries are supposed to participate in Digital Almaty.  At the panel sessions, the participants of the Forum will discuss rapid transition of industries from automation to digitalization, prospects of digital mining, areas for applying robotic automation, development of the IT industry in the Eurasian region.

Remarkably, the plenary session of Digital Almaty is expected to be attended by the Heads of Government of the member countries of the Eurasian Economic Union (the EAEU). The main topic of the plenary session with the participation of the Prime Ministers of the EAEU countries is the development of a sustainable digital infrastructure and new technologies in telecommunications. The speakers will provide perspectives of GovTech and FinTech development and share their views on further development of IT business within the region.

QazInnovations plan to support regional business incubators

The National Innovation Development Agency "QazInnovations" (QazInnovations), with the support of the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan, plans to support regional business incubators to support the acceleration of startups, strengthen the human resources of innovative entities.

Business incubators (BIs) are organizations created to support entrepreneurs at an early stage of their activities by leasing premises and providing consulting, accounting, and legal services.

Business incubation programs aim to accelerate the growth of startups and growing companies by providing entrepreneurs with the knowledge, partnerships, and tools to develop successful businesses.

The goal of the program is to form communities of people interested in innovative entrepreneurship in the Republic of Kazakhstan by holding local thematic events and supporting the creation of the necessary infrastructure. Popularization of support tools and coverage of events and programs held by QazInnovations, providing space for events in the regions will allow the formation of regional communities of participants in the innovation ecosystem and entrepreneurs that can form pilot regional business incubators in the future.

This program will be implemented from the third decade of September 2022.

Proposals for the Productive Sector Consortia I Grant Program: Competence Centers

The Ministry of Digital Development, Innovation and Aerospace Industry under the implementation of the Fostering Productive Innovation Project is announcing the call for proposals for the Productive Sector Consortia I Grant Program: Competence Centers.

The Grant Program aims to establish competence centers to address the systemic industry problems by developing new technologies (R&D), modeling and improving production processes on a laboratory scale (model factory), analyzing and preparing recommendations on development of the industry.

Application period starts on August 19, 2022 and ends on September 20, 2022, 6 pm Nur-Sultan time*.

Kazakhstan, UAE and Russia signed joint letter on modernization of "Gagarin launch"

The Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan, the UAE Space Agency and the Roscosmos State Corporation have signed a joint letter on implementation of the first commercial space project "Gagarin Launch" at the Baikonur cosmodrome.

The agreement was signed as part of the Dubai Airshow 2021 International Aerospace Exhibition.

The Gagarin Launch project is aimed at attracting foreign investments to the Baikonur cosmodrome and provides for the modernization of the historically significant site No. 1 - Gagarin Launch, from which the first flight of Yuri Gagarin into space was carried out.

The project involves the creation of a tripartite joint venture RK-RF-UAE with a parity of three parties of 33.3% each, which will subsequently manage the modernization process and launch site No. 1 for servicing the launches of Soyuz-2 carrier rockets.

The key goal of the Gagarin Launch project is to preserve the important launch site No. 1 of the Baikonur cosmodrome and ensure its uninterrupted operation, while each of the parties will have access to launch services.
