Kazakhstan and Germany intend to jointly expand the possibilities of digital transformation

Issues of bilateral cooperation in the development of digital transformation and its impact on the development of the economy by promoting joint projects in the field of digitalization of the economy and industrial automation were discussed at a meeting with German companies.

The online meeting was attended by Kazakhstan's Ambassador to Germany Dauren Karipov, Vice-Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan Askar Zhambakin, Vice-Minister of Industry and Infrastructure Development of the Republic of Kazakhstan Dinara Shcheglova, Deputy Chairman of the Board of JSC «NC «KAZAKH INVEST» JSC Zhandos Temirgali, General Director of Astana Hub Magzhan Madiyev, as well as heads and representatives of about 40 leading German companies such as Siemens Advanta LANXESS AG, Gigaset AG, SAP SE, Baumüller Group, DMT GmbH & Co. KG, WILO SE and others.

During the meeting, the managing director of the Eastern Committee of the German Economy, Michael Harms, underlined the importance of establishing business contacts between businessmen of the two countries. He also noted the need to find new points of contact that will give further impetus to the expansion of digital transformation in Kazakhstan and Germany.

At the same time, during the discussion, the activities carried out in Kazakhstan on digital transformation were noted. In addition, the participants presented information about the state support tools provided to investors within the framework of the International Technopark of IT Startups «Astana Hub».

At the same time, during the online meeting, the heads of leading German companies paid special attention to the implementation of joint projects, taking into account the general prospects for digital development, the potential of bilateral cooperation and the advantages of Kazakhstan in terms of electricity tariffs, infrastructure development and human resources.

At the end of the meeting, a discussion was held in the question-answer format, where potential investors were able to ask interesting questions and get comprehensive answers to them.

INTERNATIONAL FORUM «DIGITAL ALMATY-2021»

On February 5, Almaty will host the International Forum "Digital Almaty 2021-Digital Reset: the leap to the next normal".

The main objectives of the Forum are to form the regional and global agenda  in digitalization, new strategies for digital transformation and trends in the field of new technologies, as well as to discuss further steps and prospects for international cooperation. This year's agenda is forming taking into account the global changes coming out from COVID-19 pandemic.

The main topics of the Forum are as follows: support of domestic IT solutions and promoting them to enter new markets, promotion of business relations with regional partners and popularization of digitalization projects. During the forum, an online exhibition of digital projects will be translated.

The most important event of the forum will be a plenary session with the participation of the Prime Ministers of the EAEU and leading international experts.

In 2021, the forum will be held in a hybrid form, so most of the events within the forum will be held online.

Digital Almaty is holding for the fourth time and it is one of the key platforms for the formation and discussion of the global and regional digital agenda, challenges, solutions and policies in the field of digitalization around the world.

The main partner of the forum is «Kazakhtelecom» JSC.

Every media representative must have a certificate with a negative result of the PCR test for COVID-19, which must be passed no earlier than February 3, 2021. The original certificate (printed version) should be presented upon arrival at the event venues.

MDDIAI RK and Halyk Bank launched the service to establish IE online

Ministry of Digital Development, Innovations and Aerospace Industry of RK and Halyk Bank implemented the new service using which Kazakhstani citizens can register as individual entrepreneurs online.   

One can establish an IE in several clicks. One can just click “Establish an IE” link and the system will suggest the next steps. The whole process of IE establishment takes no more than 5 minutes. It should be noted that the service is composite, i.e., applicants can register as individual entrepreneurs and open an account for an individual entrepreneurship in one click.     

“We are working to facilitate the process of public services delivery as much as possible and provide Kazakhstani citizens with alternative option to register as IE. One of the major aspects of the Message of the President is support of small and medium businesses and we, as the Ministry, do everything to optimize the processes for newcomers into business. We perform the similar integration with other banks and organizations. There is no monopoly for digitalization, though there is the goal which involves doing everything to make users get services seamlessly. The government should be invisible in the processes” highlighted Bagdat Mussin, Minister of Digital Development.

Moreover, straight after establishing an IE, entrepreneurs can open a bank account, issue a corporate card and remotely manage the accounts and cards via    Onlinebank mobile app for business. 

“All our developments are launched based on the feedback from customers, while a flexible system of technological processes enables adapting and enhancing them. We understand that the business needs support, that is why the service to register an IE is a timely and needed service for our customers, which is fully remote” told Umut Shayakhmetova, Chairman of the Board, Halyk Bank. “I want to add that our Onlinebank app for business has a variety of useful and convenient services for organization, management and development of business. It enables managing the accounts, making mutual 24/7 payments, instantly getting all the required information about accounts, developing business on a free-of-charge market platform, keeping books online, while new IE can calculate the sum of taxes, deductions and submit a declaration to the State Revenue Department using the service”.

Registration of IE via Halyk Bank app became available due to development of additional services to check availability of IE, to generate notifications on the commencement of activities as IE and coupon. To do this, specialists from National Information Technologies JSC performed integration with the information systems of State Revenue Committee under Ministry of Finance, e-Licensing State Database and the bank.     

The service is available both from web-version and Onlinebank mobile app for business. The app is available for download in Play Market and App Store.

On “Information Security Nur-Sultan-2020” trainings

Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan in cooperation with the National Security Committee of the Republic of Kazakhstan informs on forthcoming trainings in Nur-Sultan called “Cybersecurity Nur-Sultan-2020” from December 6th, 2020. 

This year, cyberattacks against the country`s digital space have become regular due to the pandemic and transfer to distance working. 

In particular, in 2020, compared to the same period last year, number of cyberattacks in the Kazakhstani segment of the Internet increased by almost 2.7 times.  

The National Coordination Center for Information Security and the “Cybeshield of Kazakhstan” system, Center for Analysis and Investigation of Cyberattacks as well as the resources of situation information security centers for critical ICT facilities and communication operators, information security departments of government agencies and private companies will be engaged into protection against cyberthreats.  

During the cybertrainings, there can be various problems with access to certain foreign websites, which can be eliminated by installation of security certificate.

Bagdat Mussin made a report on RK Government session

On December 2, the Government session took place on the issues of agroindustrial complex and land relations digitization with participation of the Minister of Digital Development, Innovations and Aerospace Industry of RK Bagdat Mussin. During the session, the Minister made a report on implementation of current projects and shared the Ministry`s plans in the field of agroindustrial complex and land relations.    

Mussin highlighted that in order to effectively implement the digitization projects, a relevant infrastructure for agrobusiness is required. To implement the tasks, it was suggested to deliver the project on infrastructure provision for agroindustrial complex digitization for 2021-2025 with investment volume of KZT 50 bln under public/private partnership.

Besides, the Minister mentioned three major problems of land procedures.

“First, it is duration and complexity of the procedures. There are no clear and arranged mechanisms for interaction between citizens and agencies. Secondly, there are a lot of judicial disputes and complaints because of overlapping in land plot borders. Thirdly, architecture of the land cadastre system is obsolete. There are over 200 distributed databases to the level of regions, which entails information security and human factor risks” told Bagdat Mussin.

The Head of the Ministry suggested to consolidate all the registers and automate the service delivery process via Single State Cadastre and e-Gov Portal, and also create the Single Register of Electronic Queue.  

The Minister informed that capability to get land plots online was launched in pilot mode in Aktobe.

“We launched the service for provision of land plots with technical characteristics thereto online in pilot mode in Aktobe and significantly changed the process. Using the public cadastre map one can select a land plot online. An Akim`s decision, various contract acts, all of these will be drawn up online and be available in personal account” told B. Mussin.

Increase in cases of illegal use of digital signatures by third parties

Ministry of Digital Development, Innovations and Aerospace Industry (MDDIAI) informs on the increasing cases of digital signature use by third parties. 

Thus, for the period from 2015-2018, 15 administrative violations were registered (Article 640 of the Administrative Offences Code of RK), in 2019 there were 52 cases.

For 9 months of this year, over 30 facts of illegal transfer of digital signature and over 5 cases of non-observance of protection measures have been detected. Fines in the amount from 10 to 150 MCI were imposed for the detected facts.      

“Recently, the Ministry has been obtaining numerous materials and complaints on the facts of illegal transfer of digital signatures owned by individuals and public officials. It is worth remembering that digital signature is equal to a handwritten signature and bears the same legal consequences” commented Ruslan Abdikalikov, Chairman of Information Security Committee under MDDIAI RK.   

Compared to the previous period, there has been an increase in cases when the heads of government agencies and organizations have transferred their digital signatures to other employees, as well as cases when employers do not revoke digital signatures of dismissed employees. Such actions contribute to the illegal use of digital signatures, which entails administrative and even criminal liability.

To protect oneself and not become a victim of fraud or, vice versa, a violator, the Ministry recommends:

Firstly, exclude transfer of digital signature to third parties. In organizations, employees authorized to sign documents have their own digital signatures.

Secondly, track dismissal of employees having digital signatures and timely revoke those digital signatures. 

Thirdly, in case of loss, re-issue a digital signature as soon as possible, revoke a previous one, and also change a password from a standard one to a more complex.

Bagdat Mussin discussed partnership issues with the representatives of non-governmental organizations

On November 24, an online meeting took place under the 9th Civil Forum of Kazakhstan with relevant NGOs and the Minister of Digital Development, Innovations and Aerospace Industry of RK Bagdat Mussin. Within the meeting, the Minister shared information on implementation of current projects, plans and activity prospects.      

Also, Bagdat Mussin told about modernization of state electronic portals as well as facilitation of public service delivery process in online format, answered the questions on the development of telecommunications industry and its management.

One of the issues discussed was provision of broadband Internet coverage, in particular, to remote localities, change of requirements for communication quality applied to the operators, and also, the Minister answered the questions related to personal data protection.     

Bagdat Mussin highlighted that the decision is to be made soon to exempt operators from paying 90% of taxes and to invest these funds in construction of a network and bring the Internet to villages with a population of 250 people or more. Also, the Minister noted that at the moment the Internet is provided to rural localities in two ways via optic fiber and mobile broadband Internet access. These technologies will make it possible to bring the Internet to localities as quickly and efficiently as possible.

The Minister also discussed the issues of interaction within the framework of the digitalization program with other agencies, participation of the Ministry in digitalization projects of certain sectors of economy, as well as processes related to building a high-quality dialogue with NGOs in the future, inviting those present to discuss the prospects for cooperation and joint work.

Askar Zhambakin appointed vice minister of digital development, innovation and aerospace industry

By Resolution of the Government of the Republic of Kazakhstan, Zhambakin Askar Serikovich was appointed vice minister of digital development, innovation and aerospace industry of Kazakhstan. This was reported by the Press Service of the Prime Minister of the Republic of Kazakhstan.

Askar Zhambakin was born in 1985 in Almaty. In 2007, he graduated from the Almaty Institute of Energy and Communications, in 2009 — from the University of Manchester.

He began his career in 2003 as a communications technician of the first category of a communications center at Air Kazakhstan CJSC.

In 2010-2011, he was head of the department for corporate systems, officer for direct marketing of JSC HSBC Bank Kazakhstan.

In 2011-2014, he worked at the Development Bank of Kazakhstan JSC as the head of the Methodology and Business Processes Department, the director of the Business Processes and Corporate Development Departments.

In 2014-2016, he was deputy director of the Department of Management and Development of Payment Systems of the National Bank of Kazakhstan.

In 2016-2017, he was deputy director, director of Department at Kazkommertsbank JSC.

In 2017-2018, he was program manager of the project office, advisor to the chair of the board of Zerde National ICT Holding.

From May 2018 to the present, he has held executive positions in commercial organizations.

Requirements for protection of domain names defined

Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan defined requirements for protection of domain names within the space of Kazakhstani Internet segment. Now, websites with such registered domain names as .KZ and .ҚАЗ are allocated in the space of Kazakhstani Internet segment, i.e. in hardware and software facilities located on the territory of the Republic of Kazakhstan.         

The requirement was resulted from work performed under tasks set forth by the Head of State within provision of “digital soverengity” mentioned in the message. Under the Law “On New Digital Technologies”, adjustment was approved on June 25, 2020 which enabled defining requirements for protection of domain names within the space of Kazakhstani Internet segment.  

Since the adjustment approval, work began on its technical implementation. Thus, under the service for the Internet space monitoring, the domestic “WebTotem” system detected about 45000 domain names violating the above requirement.  

Relevant notifications were sent to “Kazakhstan Network Information Center” as well as to registrars and domain name owners so that they can verify or refute the violation until November 30, 2020.  

“Websites with Kazakhstani domain names should be allocated in local data centers and local IT developers should be engaged. Domestic businessmen, in their turn, should use local resources and production resources as much as possible, money should be invested into the country, not be spent outside the country in pursuit of fictitious cheapness of service abroad.   

If an owner refuses to transfer a website from a Kazakhstani domain name, it will be enough just to change a website name. For example, website named info.kz can be changed to info.kz.com or info.kz.org. It should be noted that the work done will not affect regular users and will remain almost invisible for them” commented Askhat Orazbek, Vice Minister of Digital Development, Innovations and Aerospace Industry of the RK.

The requirement will enable creating a multiplicative effect in the economy, such as more jobs in ICT field, utilization of surplus electricity, reduction of external Internet traffic, communication operators will be able to invest more in the development of local communication networks and improve the quality of services delivered.

Signing an agreement on the «Baiterek» project

On October 31, 2020, a working meeting was held in Moscow between the Minister of digital development, innovation and aerospace industry of the Republic of Kazakhstan B. Musin and the General Director of the state Corporation for space activities Roscosmos D. Rogozin.

The parties discussed topical issues of Kazakh-Russian cooperation in the space sphere, including the further development of the Baikonur complex. Issues related to the Baiterek (Nazarbayev start) and Gagarin start projects were discussed.

During the meeting, a Protocol was signed on amendments and additions to the Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on the creation of the Baiterek space rocket complex at the Baikonur cosmodrome on December 22, 2004.

As part of the procedure, a contract was also signed for the provision of services for the creation of the Baiterek KRK, which in turn was signed by Andrey Okhlopkov, General Director of TsENKI JSC, and Kuat Mustafinov, General Director of the Kazakh-Russian joint venture Baiterek JSC.

Reference: Baiterek is a complex designed for launching spacecraft by the Russian Soyuz-5 launch vehicle and its possible modifications, with a high level of environmental safety. In this project, the Russian side provides for the creation of the Soyuz-5 launch vehicle, control and verification equipment at the technical and launch complexes, as well as the modernization of the technical complex of the upper stage, the spacecraft and the space head. The Kazakh side is carrying out reconstruction and modernization of ground infrastructure facilities of the Zenit-M space rocket complex.

In his message, the President set areas for digitalization development in the country along with clear directions. Ministry of Digital Development, Innovations and Aerospace Industry (MDDIAI) developed the plan to achieve the goals set by the President. Large-scale projects have been implemented within the plan aimed at enhancing the living standards.   

In particular, two major projects are under implementation within the plan for provision of qualitative communication to citizens aimed at increasing coverage areas in rural districts with population of 250 people and more.

The project “FOCL to village” implies installation of optical cable in villages with its connection to schools, hospitals and akimats. To date, the Internet access via    fiber-optic communication has been provided to 835 rural and remote localities out of 1257. In total, the project will cover 2.4 mln people throughout the country.

The second project is a unique opportunity to provide communication to remote localities. The Ministry developed a mechanism under which communication operators regardless of competition use equipment of one of the operators to provide communication to citizens of all market players. The so-called “sharing” agreement was signed by the operators in early October this year.  

Moreover, MDDIAI discussed the issue of creating requirements to communication quality, which will enable detecting violations and applying sanctions against communication operators through fines or license revocation, in case if communication quality won`t comply with the requirements. Also, the Ministry raised the issue related to increase of fine sums for communication operators under the program for communication quality improvement in the country.       

Under transfer of all the statements in paper into online format, the work continues on defining the list of statements and integrations with one or another agency. To date, more than ten projects on transfer of paper statements into online format have been successfully implemented.     

In particular, such projects were implemented as establishment of IE via Kaspi.kz app, registration of consent for donation, making an appointment to Specialized CSC and CSC, obtainment of data from the land cadastre, transfer and re-admittance of students, assignment of payments to guardians and custodians, etc. As it was told by the President “that is data that should run, not people” and data run instead of people thanks to information systems integration with other agencies. Thus, Kazakhstani citizens do not have to visit government agencies to obtain a statement, now they can be obtained online.  

Also, now, ID documents are available in digital format in eGovMobile app. Now there is no need to carry them constantly for provision to third parties.   One can provide a driving license or national ID via smartphone. At the moment, an issue is under consideration on enshrining this capability in the legislation.  

In order to make the registration process on eGov as easy and convenient as possible, biometrics will be used, which will allow a person to register within a minute. There will be no need to undergo several authorization stages as it will be enough to look at a smartphone screen and it will identify a user by registering him/her.     

Implementation of the projects became possible due to infrastructure capacities which require update each year. In particular, at the moment, re-engineering of processes and elimination of the number of IT systems of certain agencies or their integration with a central one, so-called gateway, is required.  Currently, each agency has no less than 10 IT systems some of which are obsolete, so that is why it is important to analyze and create a relevant structure of systems, in order to see all the data that would enable analyzing and forecasting in the future, which in its turn will allow planning the work done by agencies.

In order to arrange the similar major countrywide projects, a relevant number of IT professionals is required, unfortunately there are not many of them on a local market. MDDIAI commenced the process of generating the knowledge database and creating the projects on training of specialists for local market as well as for export.   

In particular, MDDIAI in cooperation with private partners organizes acceleration programs for professionals, which involve workshops, seminars, etc. The programs enable our specialists undergoing advanced training and get certificates, which make them competitive on foreign markets.

Anuar Akhmetzhanov appointed the First Vice-Minister of Digital Development, Innovations and Aerospace Industry of RK

Pursuant to the Decree of Government of RK, Anuar Akhmetzhanov was appointed the First Vice-Minister of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan.   

Anuar Akhmetzhanov was born in 1975 in Karaganda. In 1996, he graduated from E. Buketov Karaganda State University and in 2000 from Johns Hopkins University.

He started his career in 1996 as Professor in Economics and Foreign Economic Activities Department of  E. Buketov Karaganda State University.

In various years he worked in KazakhOil CJSC, KazMunayTeniz CJSC, “Samruk” Kazakhstan Holding for State Assets Management,  KazMunayGaz JSC, KazGerMunay LLP.  

In the period 2012 to 2016, he occupied the position of Deputy Akim of Karaganda region.

In 2016, A. Akhmetzhanov worked as State Inspector in State Control and Regional Administration Work Department under the Executive Office of the President of RK.   

In the period 2016 to 2019, he worked as Secretary-General in Ministry of Defense and Aerospace Industry of RK.  

In 2019, he was appointed Secretary-General of Ministry of Digital Development, Innovations and Aerospace Industry of RK.

Since August 2019 till present, he worked as Secretary-General of Ministry of Digital Development, Innovations and Aerospace Industry of RK.

Regular meeting of Inter-Departmental Commission for Public Service Delivery took place

Issues on automation of online apostilization and services of justice and internal affairs bodies were considered on the regular meeting of Inter-Departmental Commission for Public Service Delivery (IDC).

For the purpose of transparent and rational spending of budget funds as well as e-Gov resources, it is planned to use the “e-Apostille” software product designed by Ministry of Justice of RK as a single tool for online apostilization of documents for all concerned government agencies.  

Also, to facilitate the process and to exclude a requirement for submission of paper documents, for instance during registration of legal entity and registration of pledge for movable property, it was suggested by justice bodies to work out the possibility of data upload through “e-Notary” system. This can be powers of attorney or data on transactions or actions, which require mandatory registration in government agencies.      

In its turn, Ministry of Internal Affairs of RK provided information on the work done under partial transfer of migration service functions (acceptance of citizens) related to documentation to “Government for Citizens” Public Corporation. This will help significantly decrease the queues in CSCs. Launch of the pilot project is planned in the nearest future.

The meeting was held with participation of representatives from government agencies, non-governmental organizations as well as digital commissars.

Death statement can be obtained online

Kazakhstani citizens who lost their relatives can get a death statement via eGov.kz portal.

Launch of the service enables excluding a requirement for mandatory provision of medical death/perinatal death certificate, and also certificate of state registration of death. To get a statement, one can just enter IIN of a deceased.

“Previously, one had to visit several organizations which took a lot of time.   The statement is required for burial, assignment of one-time payment for burial, obtainment of a deceased person`s pension savings and arrangement of inheritance.   Now it can be obtained online” commented the Press Service of Ministry of Digital Development, Innovations and Aerospace Industry of RK. 

On eGov.kz Portal in “Family” section, one needs to go to “Marital Status” subsection, select the service “Notification on state registration of death”, order it and sign using digital signature. 

One can familiarize with the service delivery result in Personal Account on eGov.kz Portal. Reasons for refusal can include incorrect entry of data or absence of death record. In case of the first reason, one needs to check data and try to re-order the service, while in case of the second reason one needs to apply to a government agency. The service became available due to integration with information systems of Ministry of Justice of RK, i.e. all the data is uploaded from the information systems of the government agency.

A Memorandum of understanding was signed between Kazakhstan and Turkey in the space sector

The delegation of the Turkish space Agency in  a working visit to Kazakhstan on 12-14 October, 2020.

Minister of digital development, innovation and aerospace industry of Kazakhstan Bagdat Mussin discussed with the President of the Turkish space Agency Serdar Yildirim development of the space industry of the countries and cooperation in this field. The Turkish delegation visited the national space center in Nursultan also were introduced to the work of Kazakhstan's remote sensing Satellites.

The working meeting were continuing in Baikonur. Members of the delegation of the Turkish space Agency visited the city Museum of the history of cosmonautics, also visited the facilities of the cosmodrome and took part in monitoring the launch of the Soyuz-2.1 a carrier rocket with the Soyuz MS-17 manned transport vehicle.

As a result of the negotiations, signed Memorandum of understanding aimed at bilateral cooperation in the space sector between Kazcosmos and Turkish space agency.

"It is expected this document will enable us to start practical cooperation between the space agencies and enterprises of our countries," President of the Turkish space Agency Serdar Yildirim and Chairman of the Aerospace Agency of the Ministry of digital development, innovation and aerospace Agency of Kazakhstan Baubek Oralmagambetov said after the document was approved.

Successful launch of "Soyuz-2.1a" missile vehicle with "Soyuz MC-17" manned crew transfer vehicle took place from "Baikonur" cosmodrome

On October 14, 2020, at 11.45 Nur-Sultan time, a launch of “Soyuz-2.1a” missile vehicle with “Soyuz MC-17” manned crew transfer vehicle took place from “Baikonur” cosmodrome.     

The launch took place under routine coniditions from the site 31 of  “Baikonur” cosmodrome.

The crew consists of Roscosmos astronauts Sergey Ryzhikov, Sergey Kud-Sverchkov and NASA astronaut Kate Rubins.  

The crew plans to implement the program of scientific researches and conduct onboard photo- and video shooting.   

Launch of “Soyuz MC-17” manned crew transfer vehicle is planned pursuant to the flight program of the International Space Station.

Close approach of “Soyuz MC-17” spacecraft to the ISS will be performed in accordance with the double-stage scheme.  

“Soyuz MC” manned crew transfer vehicle developer is “S. Korolev Energia” Rocket Space Corporation.   

“Soyuz MC” is a new enhanced version of “Soyuz ТMА-М” spacecraft.  Almost each system of the vehicle was modernized. Testing stage of the enhanced spacecraft took place in 2015.

“Saqbol” will significantly reduce the risk of COVID-19 contagion

To control the spread of the coronavirus infection and timely localize the infection sites, Ministry of Digital Development, Innovations and Aerospace Industry in cooperation with Ministry of Health of RK presented the “Saqbol” mobile app.  

The app allows a citizen tested positive for COVID-19 enable a notification function and anonymously notify other app users about a contact with him/her within the last 14 days on a distance less than two meters and within more than 15 minutes.  

Storage of records on interaction with other devices will also be encrypted.  

To use the “Saqbol” app, one needs to download it to a smartphone and enable Bluetooth function through which transmission of encrypted data is performed. The app is available for IOS and Android.

According to Bagdat Mussin, the app will enable timely notifying of citizens on a possible risk of contagion and thus, significantly reduce the spread of infection.  

I urge Kazakhstani citizens actively use the app, be conscious and responsible. Thus, we will be able to localize the infection sites to the maximum and prevent spread of COVID-19.     We comprehend responsibility before citizens and created the app in a way that all personal data is encrypted and the app ensures absolute anonimity of users” commented Bagdat Mussin, Minister of Digital Development, Innovations and Aerospace Industry of RK.

The app operation is aimed at anonymous tracking of contacts with other devices with installed app. No registration is required to use it as the app does not gather and transmit any personal data or location data. When enabling a notification, the app automatically and anonymously notifies other users. Thereby, the app can increase the citizens awareness and timely notify them about contacts with infected people” added Alexey Tsoy, Minister of Health of RK.

Users getting a notification can familiarize with the recommendations of Ministry of Health of the Republic of Kazakhstan on further actions in the app.

Moreover, for user convenience, such services as official COVID-19 self-diagnosis bot, i-Doctor, i-Teka and updated COVID-19 statistics for Kazakhstan were integrated in the app.

MINISTRY OF DIGITAL DEVELOPMENT AND KASPI.KZ LAUNCHED A NEW SERVICE FOR REGISTRATION AS IE

Ministry of Digital Development, Innovations and Aerospace Industry of RK (MDDIAI) in cooperation with Kaspi.kz are developing new services which will help Kazakhstani citizens to obtain public services online in a quick and easy way.

The first project is the service for registration as an individual entrepreneur via Kaspi.kz mobile app. It involves the number of state-of-the-art technical solutions for remote verification of documents, identification of entrepreneurs and confirmation of registration.

Within the project, integration of the following information systems was done: Ministry of Digital Development, Kaspi.kz, State Revenues Committee and e-Licensing state database.

“The idea of delivering public services via business was suggested by the Ministry. Then, it involved coordinated work done by NIT JSC and Kaspi.kz. Delivery of public services via the most popular services is the moment of history for the country. We will actively cooperate with the businesses as citizens should have a choice when obtaining services. Such a cooperation will significantly reduce pressure on Egov and create new opportunities for public service delivery. Registration as an individual entrepreneur is the first step and kick-start for implementation of extensive plans. Now, Kazakhstani citizens can obtain public services via convenient options”.

To register as an IE, one can select the service in Kaspi.kz app, fill in a questionnaire and sign it using Kaspi digital signature.

A NEW CHAIRMAN OF REPUBLICAN SPACE COMMUNICATION CENTER JSC UNDER AEROSPACE COMMITTEE OF MINISTRY OF DIGITAL DEVELOPMENT, INNOVATIONS AND AEROSPACE INDUSTRY APPOINTED

Today, Malik Zhuiriktayev was appointed to the position of Chairman of Republican Space Communication Center JSC.

Malik Zhuiriktayev was born in 1973.

He started his professional career in 1995 in Almaty region Telecommunications Department. 

He worked his way from an Engineer to Head of regional units of leading communication organizations of Kazakhstan. Prior to being appointed as Chairman of Republican Space Communication Center JSC, he occupied the position of Deputy Director General in “VostokTelecom” LLP and “KazakhTelecom” JSC.       

Malik Zhuiriktayev`s work experience is 25 years from which 17 years have been in the communication field.

He was awarded with “Uzdik Bailanysshy” honorary title.

He is married, has 3 children.

THE FIRST INTERNET COVERAGE MAP INDEPENDENT FROM COMMUNICATION OPERATORS WILL BECOME AVAILABLE IN KAZAKHSTAN

September 22, 2020, Nur-Sultan. Ministry of Digital Development, Innovations and Aerospace Industry (MDDIAI) announced the launch of bailanys.bar service. The service task is to measure the real Internet quality across the country and identify areas with a poor Internet connectivity. Based on the data it is planned to draw up a map of Internet connectivity and develop an action plan to enhance the Internet connectivity in each region.    

“The service is a necessary measure. We understand that there are zones without the Internet or zones with a poor connectivity. There are many such zones and out major task is to reduce the number of such locations to the maximum extent. The app will enable us obtaining reliable data on network quality and the Internet speed and enhancing the current situation” Daryn Tuyakov, Vice Minister of Digital Development, Innovations and Aerospace Industry commented. 

Today, bailanys.bar enables sharing geolocation, running the Internet connectivity check and viewing measuring results. Even citizens from the remotest areas of the country can use the product and monitor the Internet quality.  The service is available both through browser and Aitu mobile app, which can be downloaded in PlayMarket and App Store. The app developers are specialists from BTS Digital Kazakhstani digital company.

"Our major task is to identify regions with the poorest Internet connectivity. The more data will be gathered, the more precise measures will be introduced to fix the situation. We urge Kazakhstani citizens to participate in the research. There is nothing complex in it and network monitoring can be done in several clicks" Vladimir Fidler, Head of bailanys.bar service, commented.

This is the first attempt in Kazakhstan history to arrange a systematic independent monitoring of the Internet quality. Up to now, all the researches had been based on fragmented data from various studies or on the data provided by communication operators. The bailanys.bar service will enable obtaining reliable data straight from the users.

On the initial stage the developers plan to draw up a general view on the Internet connectivity across the country and identify steps to the fix the situation.  During the second stage it is planned to launch a capability of direct messaging, i.e. users will be able to submit a complaint related to the Internet connectivity or communication provider. All the requests will be considered by MDDIAI.
